VSOA BOARD MEETING MINUTES

President Christian called the meeting to order @ 9:15am DST.

Terry presented the Secretary/Treasurer's Report.
Secretary's report:
VSOA currently has 152 Active Members.
8 Inactive Members
21 Life Members
10 Honorary Members
Currently there have been three VSOA Scholarship Applications sent out with one completed application returned. Applications are due by May 1, 2016 to the Secretary/Treasurer.
Inventory of number of mugs, plagues, patches, flipping coins, jackets, hats, score pads, presented to the Board.
Treasurer's Report:
Beginning Balance 8/1/15 - $13,795.96

Secretary/Treasurer Expense Voucher: $164.00
Committees:
Chairpersons need to prepare a report for the Annual Meeting regarding their work for the past year.
Annual Meeting update:
Annual Meeting will be convened at Whitcomb High School in Bethel, VT. on August 13th, 2016.
Financial Review:
Board discussed the pros and cons of having a Financial Review conducted on a regular basis. Terry will look into this idea.
Fitness Test:
Tom discussed the new Fitness Test and scoring procedure. The Board felt it was appropriate and beneficial to VSOA to have a separate scoring system for the distaff members of VSOA. Hopefully it would be a positive gesture in enticing more women to join VSOA. Assignors are the only ones who use the “scores.”
VSOA Approved Warm Up Suits:
Tom brought four sets of warm suits in green/white styles with prices. The Board chose two styles and asked that Tom check to see if the same suits were available in black/white and the prices. This info will be available before the next meeting.
NFHS Online Rules Test:

VSOA will request that VPA open the online test site from June 1st, 2016 to August 31st 2016. Terry will track the test results obtained through VPA.
VSOA Board reminds members that, per the By Laws, completion of the 2016 NFHS rules test and the physical fitness are required to officiate in 2016 and are NOT grievable. Only missing the annual clinic is grievable.
VSOA Directory:
The VSOA Directory, with Bill Duval’s assistance, will be published again. Terry will work to ensure that all the info is current.
Rule Books:
Eric will oversee the mailing of Rule Books, to Active Members, upon their arrival at VPA.
Stipends:
Stipend for the Interpreter was set at $400.00 per annum. Stipend for the Training Coordinator set at $200.00 per annum for the Northern Coordinator and $200.00 per annum for the Southern Coordinator. Stipends will be split if there is more than one Coordinator. Stipend for the Secretary/Treasurer was set at $1500.00 per annum.
Nominating Committee:

The Nominating Committee will identify candidates for Vice President, Secretary/Treasurer, Interpreter, and Member at Large for presentation to the Membership at the Annual Meeting in August.
VSOA Representatives at VPA Soccer Meetings:
Marty and Terry will represent VSOA at the VPA Soccer Meetings.
By Laws Revision:
The Board decided to let the By Laws “rest” this year as they were revised last year.
New Officials Clinic Dates:
Dates will be published as soon as they are set.
Protocol this year will be $75.00 fee per new Official with $25.00 going to VSOA to cover the cost of the NFHS Insurance.
Assignors need to send contact info of the new Official to The Secretary/Treasurer ASAP.
Training Coordinators
Training Coordinators will be in place by the Annual Meeting.
Recruitment of New Officials:
Jessica will contact Bob Johnson, VPA, to assist VSOA in having a “help wanted” ad placed in the newspapers that the VPA uses.
USSF Officials:
The Board has mandated that no USSF Officials will become members unless they “go through” the VSOA's New Official process.
Meeting was adjourned at 11:15am by President Christian.
